What are TikTok ads (and how do you use the TikTok Ad Library)?

TikTok ads are paid ads you run via the TikTok Ads Manager in the TikTok advertising ecosystem. Unlike Meta or Google, TikTok functions primarily as an entertainment platform with an algorithm-driven For You feed — there's no targeting on search intent, interest targeting is broader than on Meta, and the algorithm takes over a larger share of the distribution decision. How do you run TikTok advertising via the Ads Manager?

Step one: set up the TikTok Business Center and ad account. At business.tiktok.com you create a Business Center account with your business email and create an ad account within the Center. Link your TikTok Business profile (optional, but needed later for Spark Ads), set up a payment method and define member roles cleanly — anyone who skips the Business Center and runs ads directly in their personal account builds structural debt. You install the TikTok Pixel in the next step on your website via GTM or directly in the header. In parallel you set up the TikTok Events API (server-side) — via a server-side GTM, a native e-commerce integration or a custom implementation via the Events API endpoint. Test events in the Events Manager within the Ads Manager — if events don't arrive, the setup isn't running and every further step burns learning budget. Plan £500 to £2,500 one-time effort for a clean Pixel plus Events API implementation.

Step two: audience strategy and a creative pipeline. TikTok distinguishes three audience types: Standard Audiences (interests, behaviour, demographics), Custom Audiences (first-party data from your CRM, Pixel events, engagement lists) and Lookalike Audiences (based on your conversion events). In the UK you usually start with a Custom Audience from buyer data plus a lookalike-1-percent variant. Don't keep audiences too small — below 500,000 TikTok users in the UK, delivery works poorly. In parallel you build a creative pipeline: at least three to five new hook variants per week, ideally mixed from UGC, founder-on-camera, Spark Ads collaborations and produced cuts. Without a creative pipeline TikTok doesn't work — that's the biggest difference from Google Ads or LinkedIn Ads, where one creative runs for weeks.

Step three: create your first campaign in the TikTok Ads Manager. In the Ads Manager you choose, at the campaign level, the objective (for e-commerce performance usually "Conversion" or "Catalogue Sales", for lead gen "Lead Generation"), at the ad-group level audience, placement, schedule and budget, at the ad level the creative asset and ad copy. For the audience selection, start with Smart Performance Campaigns (SPC) or a tight Custom Audience plus lookalike-1-percent. Leave placements on Automatic Placements so the algorithm distributes optimally — manual placement splitting only pays off at very large budgets. Daily budget at least £50 to £100 per ad group, otherwise the algorithm doesn't learn. Bid strategy: Lowest Cost at the start, Cost Cap only from 30 conversions per month — before that the data basis is missing.

Step four: iteration and an anti-fatigue strategy. On TikTok you check not weekly but every two to three days. You watch frequency (should stay below 2, unlike Meta where 3 is the threshold), CPM trend (if it rises consistently, fatigue is near), hook rate (how many users watch past the first two seconds) and CPL or ROAS. When frequency climbs above 2 and the hook rate falls, creative fatigue is reached — new variants have to come in, ideally with a new hook and a new first second. Plan eight to twenty new creative variants per month per active campaign, mix formats (Spark + In-Feed + TopView instead of just In-Feed). Monthly you test new audience constructions, quarterly you review the funnel logic and creator partnerships.
